THE 2ND GLOBAL YOUTH FORUM FOR A CULTURE OF LAWFULNESS |
Kyoto, Japan, 3-4 December 2022 – Building on the success of the Kyoto Youth Forum, organized prior to the UN Crime Congress, and on the success of the first edition of the Global Youth Forum for a Culture of Lawfulness (CoL-YF) in 2021, the Ministry of Justice of Japan, in cooperation with UNODC, organized the second edition of the Global Youth Forum under the overarching theme of “The role of youth in achieving a diverse and inclusive society”. Against the backdrop of the 2030 Agenda for Sustainable Development, the forum was aimed at engaging talented and committed young people in global policy dialogues on the topics of crime prevention, criminal justice, and the rule of law more broadly.
The overall theme of the 2nd CoL-YF was “The Role of Youth in Achieving a Diverse and Inclusive Society”. The concept of “diversity and inclusion” is at the heart of the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals.
More specifically, the Youth Forum featured two dedicated discussions, focusing on:
The Forum was conducted in a hybrid format (in-person participation in Japan and online participation), on 3 and 4 December at the Kyoto International Conference Centre, with a total of around 100 youth participants from nearly 50 countries.
The structure included plenary sessions and group discussions related to the above-mentioned sub-themes. The plenary session was held at the opening and closing of the forum, and the outcome of each group discussion was collected by a rapporteur (appointed among participants from each group) and reported back to the plenary sessions.
During the first day of the forum, expert speakers provided remarks in order to guide and trigger interactive discussions in each group. A facilitator/moderator was assigned to curate and steer the interactive discussions in the two groups.
On the second day, participants continued discussions based on a general peer-to-peer learning approach (participants were encouraged to share their experience) based on the guiding questions provided by the facilitator/moderator and discussed recommendations or action points resulting from the discussion.
A rapporteur was assigned among the participants (from each group) as their representative to capture important key points from the respective group discussions. The Chairperson of the Youth Forum shared the final outcomes and recommendations of both group discussions in the plenary session at the end of the Forum.
After being adopted during the closing ceremony, the Youth Recommendations were presented and handed over to the Commission on Crime Prevention and Criminal Justice (CCPCJ) on 5 December 2022.
